Unitree Robotics’ Go2 model, a quadruped robot launched in 2023, has dominated the global market with its winning design. However, what wasn’t immediately apparent was the extent to which this Chinese company had leveraged breakthroughs funded by the U.S. military to create its design.

Researchers and former officials involved in the project note that Unitree’s success owes a significant debt to innovations financed by the U.S. DEVCOM Army Research Laboratory (ARL) and other military programs. Specifically, the dimensions of Unitree’s popular Go series are eerily similar to those of Mini Cheetah, a groundbreaking robot developed at MIT with funding from the same ARL program.

The implications are stark: in the high-stakes world of robotics research, China has not only matched but arguably surpassed U.S. innovation. While the U.S. excels in software development and innovation, it struggles to scale up breakthroughs into commercially viable products. Chinese companies like Unitree have seized market share across industries critical to national security, including solar panels, drones, electric vehicles, and quantum communications.

The United States’ failure to commercialize domestic research is a problem that has been brewing for years. In 2015, Chinese President Xi Jinping outlined a 10-year plan to lead industries in green energy, electric vehicles, and robotics. Since then, China has poured capital into low-margin bets on advanced manufacturing, with a focus on refining critical minerals needed for magnets in robotics applications.

In contrast, the U.S. venture capital landscape remains skewed towards high-return software startups, leaving research and development in critical areas like robotics underfunded. As Reyk Knuhtsen, a robotics analyst at SemiAnalysis, notes, this represents a “dropped ball” – one that has allowed China to establish dominance in industries where the U.S. once led.

The Pentagon’s addition of Unitree to its list of Chinese military companies in June highlights the complex web of relationships between U.S. research funding and China’s state-directed manufacturing sector. Gavin Kenneally, founder of Ghost Robotics, points out that the issue is not simply one of competition between U.S. and Chinese companies – but rather between private U.S. firms and China’s coordinated national strategy.

The Pentagon’s ban on imports of future models of foreign-made humanoid and quadruped robots has been met with threats of retaliation from Beijing. The success of the Go2 model is a harbinger of things to come: as Chinese robot manufacturers continue to refine their products through reverse-engineering and component optimization, they will only become more competitive in the global market.

U.S. companies like Boston Dynamics, whose 2019 canine robot Spot used different technology, are struggling to keep pace. To regain its footing in the robotics industry, the United States must take a hard look at its own research and development ecosystem – and make some tough decisions about where to focus its resources. As Vijay Kumar, dean at Penn Engineering, noted, “U.S. policymakers should focus on enabling companies to quickly commercialize such advances to compete with China.”

But will it be enough? The stakes are high, but the consequences of failure will be even higher.
