Staffing Up: India’s Space Agency Tries to Plug a 25-Year Low in Vacancies
India’s space program has made headlines with ambitious projects, such as launching satellites and sending humans to the moon. However, behind the scenes, the Department of Space (DoS) and Isro have struggled with a severe staffing shortage. A recent recruitment drive announced 746 openings across scientists, administrative staff, and apprentices.
The vacancy rate in 2025-26 reached a 25-year high, with nearly three out of every ten sanctioned posts unfilled. This has left the agency understaffed and overworked, making it difficult to meet its targets. The latest recruitment drive aims to plug this gap, but even after excluding apprenticeship positions, the number of regular vacancies advertised – 336 – amounts to less than 6% of the department’s existing 5,632 vacancies.
Administrative posts have been a focus of this recruitment drive, with 244 openings for Level-4 roles such as assistants and upper division clerks. This emphasis suggests that Isro recognizes the importance of back-office staff in supporting scientific endeavors. However, it also raises questions about the department’s long-term strategy: by filling administrative positions, are they putting off more pressing concerns – like increasing the number of scientists and engineers at the cutting edge of research?
The 92 scientist/engineer posts announced are a welcome development, but they represent only a small fraction of the total vacancies. Isro sources have expressed frustration with the agency’s ability to attract top talent in recent years, with many young scientists and engineers opting for more lucrative opportunities in the private sector.
This recruitment drive comes at a critical time, as the DoS faces criticism for its slow pace of hiring. However, it is unclear whether these new recruits will make a significant difference in the short term or are merely Band-Aid solutions for a more fundamental problem.
Historically, India’s space program has been driven by government support and private sector innovation. With China emerging as a major player in the global space industry, Isro faces increasing competition for talent, resources, and prestige. To stay ahead of the curve, India needs to invest in its human capital – not just by hiring more scientists and engineers, but by creating an ecosystem that supports their growth.
As the DoS continues to grapple with its staffing shortages, it is clear that there are no easy answers. Without a significant influx of new talent, India’s space program will struggle to meet its ambitious targets – and may even lose its place as a leader in the global space industry.

It's about time Isro acknowledges the importance of administrative staff in supporting their scientific endeavors, but I'm still concerned that they're putting cart before horse here. By filling lower-level positions first, aren't they just creating more bottlenecks down the line? What we really need is a strategic plan to attract and retain top talent – more than just Band-Aid solutions like this recruitment drive. How about some effort to revamp their hiring process, or even providing competitive salaries that won't have young scientists opting for private sector jobs?

India's space program needs more than just warm bodies to fill seats; it requires top-notch talent and infrastructure to stay competitive with other nations. While Isro's recruitment drive is a step in the right direction, we shouldn't lose sight of the elephant in the room: India's education system is struggling to produce sufficient STEM graduates. Until this issue is addressed, even more aggressive hiring drives will be futile, and the country risks falling behind in its ambitious space ambitions.
